Development Cost Charges
Overview
The purpose of Development Cost Charges (DCC) is to establish a revenue reserve fund to allow Delta the opportunity to fund capital intensive improvements that will assist in the orderly growth of our community.
The Local Government Act defines and sets out regulations concerning DCC Bylaws. Council must consider whether the charges:
- Are excessive in relation to the capital cost of prevailing standards of service,
- Will deter development, or
- Will discourage the construction of reasonably priced housing or the provision of reasonably priced serviced land.
Development Cost Charges (DCCs) are an important component of municipal infrastructure planning.
