Downtown Ladner Waterfront Revitalization

Overview

Downtown Ladner Waterfront Revitalization Study Area

The revitalization of Ladner Harbour and Chisholm Street has been envisioned for many years as expressed in a number of policy documents, the most recent of which is the Ladner Area Plan, adopted in 1998. The area is recognized as being rich in opportunity given the historic significance and waterfront location.

In 2009, Council adopted a Terms of Reference { pdf 21KB } for a phased revitalization strategy and appointed the Downtown Ladner Waterfront Redevelopment Advisory Committee (DLWRAC) to provide advice and guidance in this process. The overall goal of the study is to initiate the redevelopment of the Ladner Waterfront area to achieve a vibrant, people-oriented environment, with strong linkages to the waterfront reflecting and celebrating the historical roots of the community. The first phase of the Downtown Ladner Waterfront Revitalization (DLWR) study is complete. Council received the phase one report in June 2010 and approved the terms of reference for phase two of the study.

Expression of Interest

Delta Council received the Downtown Ladner Waterfront Revitalization Implementation Strategy in May 2011. Redevelopment of the Delta-owned properties along the Ladner waterfront, including the Seven Seas building and leased water lots on Chisholm Street, was identified as an immediate priority. An expression of interest for the redevelopment of these properties was issued in August 2011. Following a review of the submissions received, Quay Property Management was selected to submit a detailed redevelopment proposal.

Quay Property Management's submission is consistent with the vision for the waterfront identified by the Downtown Ladner Waterfront Redevelopment Committee. The proponent's intent is to create a vibrant marine-themed market place with a mix of restaurant, retail, small scale office, eco-tourism and public uses. Public access to the waterfront and public moorage are key features of the concept. A detailed development proposal will be presented to Council for approval prior to the negotiation of a final lease agreement for the properties.

DLWR Committee Meeting Schedule

The Committee meets every second Tuesday of each month in the Annacis Room, 2nd floor, Delta Municipal Hall, 4500 Clarence Taylor Crescent, Ladner.
