The Corporation of Delta has received a development proposal for the property at 10555 64 Avenue to construct a multi-purpose senior's facility that would include the following:
- 45 semi-detached rancher style homes;
- 100 apartment units for independent seniors in a 5 and 6 storey building;
- 94 supportive living units and 27 assisted living units in a 5 and 6 storey building;
- 165 beds in a 2 storey long term care facility;
- health and wellness centre in a 1 storey building; and
- 1 storey restaurant with drive-thru.
The proposal includes 274 parking spaces, pedestrian paths and landscaping, and a 15 m (49 ft) landscaped buffer along the north and east property boundary.
In order to construct this proposal, the property owner is requesting to:
- amend the Official Community Plan (OCP) to change the land use designation for the subject property in the Future Land Use Plan from Agriculture (A) to a new mixed use designation;
- amend the Zoning Bylaw to rezone the site from (A1) Agriculture to a Comprehensive Development (CD) zone; and
- receive a Development Permit to satisfy the Streamside Protection and Enhancement Area (SPEA) guidelines due to its proximity to two watercourses.
The site is not located within the Agricultural Land Reserve but is within the Metro Vancouver Green Zone. An amendment to the Livable Region Strategic Plan is required to remove the site from the Green Zone. This proposal would require a local Public Hearing to be held before the amending bylaws are forwarded to Metro Vancouver for their consideration. A separate Public Hearing would be held with the Metro Vancouver Board.
