Regulates traffic, parking and the use of highways, boulevards, sidewalks and public land within Delta.
Delta's Highways Bylaw No. 4900, 1994 became outdated due to the introduction of the Community Charter in 2003 and emerging enforcement issues. Some of the current bylaw's sections also required clarification and updating. Updating the Highways Bylaw required the input of a number of stakeholders including representatives from the Delta Police Department's Traffic Section, staff from Delta's Property Use and Compliance Section, and Engineering staff.
At the May 9, 2011 Regular Meeting, Council finally considered and adopted Highways Bylaw No. 6922, 2011, which repealed Highways Bylaw No. 4900, 1995 and the corresponding amendment to Municipal Ticketing Information Bylaw No. 6639, 2007.This bylaw is enforced by Delta Police, Bylaw Inspectors and Engineering Department staff.

Highways Bylaw No. 6922, 2011 represents a substantial update of the existing Highways Bylaw No. 4900, 1994. In order to bring Delta's Highways Bylaw under the authority of the Community Charter, moving violations were removed. These types of violations will continue to be enforced through the Motor Vehicle Act. Other highlights of Highways Bylaw No. 6922, 2011 are described below:
- Some definitions were updated to provide greater clarity and to reflect changes in external legislation, specifically, the Community Charter.
- An offence against camping overnight on a highway or boulevard was added.
- Commercial vehicle regulations were clarified and expanded to provide the Commercial Vehicle Enforcement Unit of the Delta Police Department with more tools to increase the safety of Delta's roads.
- Overweight vehicle restrictions were enhanced.
- The section referring to truck routes was clarified and expanded. The truck routes map (Schedule B) was revised to reflect recent night time truck restrictions on Ladner Trunk Road.
- Language with regards to vehicle loading restrictions was clarified.
- Wording regarding the parking of trailers was refined to improve the enforcement capabilities of Delta Police and Bylaw Enforcement Officers.
- The section regarding the authority to remove vehicles was expanded to improve clarity and describe the process of impoundment and recovery or disposal. Bylaw Enforcement Officers will also be able to have offending vehicles towed under the new Highways Bylaw No. 6922, 2011.
- The existing Neighbourhood Zero Emission Vehicle Authorization Bylaw No. 6760, 2009 was incorporated into the new Highways Bylaw No. 6922, 2011.
- All terrain vehicle regulations were removed due to redundancy with external legislation.
- In response to a recent court decision on sidewalk use, a new section was added to regulate and require permits for temporary sidewalk use.
- A new section was added to provide Delta with the authority to recover costs associated with works to remediate actions prohibited by Highways Bylaw No. 6922, 2011.
- The entire Highways Bylaw was reviewed and edited as required to add clarity, update previously dated language, and to ensure compliance with Delta's authority under the Community Charter.
