The Corporation of Delta values the safety and enjoyment of patrons. With this in mind, Delta has implemented a Facility Admission Card program to secure the identity of all who use its facilities. The initial impetus for the cards was a small percentage of patrons who abused the privileges of using Delta's facilities, compromising the safety and dignity of other patrons and staff. The Facility Admission Card assists in identifying and communicating with offenders. Since inception, the information kept on file has also proven invaluable in cases of injury and illness and other emergencies. This program is in place throughout Delta facilities.
Under the program, every patron 13 years of age and older is required to provide photo identification and verification of address. Once this information is secured and the patron has been advised of the Code of Conduct*, a Facility Admission Card is issued, giving them the privilege to use the facility. The information is held in the strictest of confidence by the Municipality and is only used to ensure the health and safety of patrons while in Delta's recreation facilities. Patrons are required to scan in with their cards whenever they use Delta's facilities. A recent amendment to this program allows users to have a free set of the key tags that can be placed on their keychain and scan as an alternate to the card.
The Facility Admission Card is free of charge and programmed to easily access information for Delta's monthly passes and 10/50 Drop-In admission offers. It takes only a few minutes to set up and produce each card including taking a photograph. This program has been developed in cooperation with the Delta Police Department and Legal Counsel with the knowledge of the Privacy Commission.

Use of Delta Parks, Recreation & Culture facilities is a privilege. In order to ensure everyone has an enjoyable experience at our facilities, all patrons are expected to behave in an appropriate manner and be respectful of each other, our staff and our facilities.
There is a zero tolerance for inappropriate behaviour, which includes:
- Offensive language
- Unsafe actions
- Loitering
- Damage, vandalism or theft
- Disregard for facility rules
- States of intoxication (alcohol/illegal drugs)
- Fighting
Failure to comply with this Code of Conduct may result in banishment from all Delta recreation facilities.

Why do I need this card?
Delta is wants to ensure that everyone has an enjoyable and safe experience. We expect that all patrons will follow our code of conduct and terms of use while in our facility; the card ensures that everyone knows what is expected of them.

Who is paying for the cost of these cards?
The cards are free to patrons. The cost is accommodated within the Department's annual operating budget as approved by Council.

If I bring a group of teenagers to the facility, does each require a Facility Admission Card?
Only the responsible adult accompanying the teenagers needs a card in this instance. If the children come at another time, then each will be required to get their own card.

This is a public community facility. Why do we need to register?
Delta wishes to make all users aware of their responsibilities while using this facility. In addition, Delta wants to provide a prompt response to emergency situations, should this be necessary.

I believe this is an invasion of my privacy...is this legal?
Delta has checked with the Privacy Commission and this is legal. All personal information is kept strictly confidential. Why is personal information required to enter a public facility?
It is a privilege to use any facility and Delta has the right to know who is in its facilities at all times. All personal information is kept strictly confidential.

My monthly card has expired, do I need a Facility Admission Card?
Yes - you can still use your existing card but you will be asked for photo identification and proof of address to be sure that all your information is correct. You will also be asked to acknowledge that you have read and understand the Code of Conduct.

I am a visitor to Delta, do I need a Facility Admission Card?
One time visitors do not need a Facility Admission Card but will be asked to sign the Visitors' Log. Occasional visitors are advised to get a card.

If I do not bring my identification when I go to these facilities, can I go in anyhow?
You will be allowed in once. An account will be created and you will receive a Facility Admission Card. A message will be placed on your account telling staff that you will bring in your ID next time. If it is helpful to you, you may ask for a form to complete at home and bring back to the facility. If you do not bring in your ID on your next visit, we won't be able to let you use the facilities.

What about people who do not speak English or have language barriers?
It is strongly suggested that people with language barriers bring along an interpreter the first time they visit, to help them provide the information required for the Facility Admission Card. Delta staff members speak a variety of languages other than English but there is never a guarantee that patrons can be served effectively in their first language. People who are unable to provide the required information will be allowed in once and will be provided with a form that can be completed at home. An account will be created and they will receive a Facility Admission Card. A message will be placed on their account that states they will bring in their ID and/or application form next time they visit.

What about people under guardianship or who cannot act for themselves?
Delta respects the privacy of all people who require others to act in their behalf. Where possible, it is suggested that a family member or guardian attends with a patron who has barriers to self-determination, to set up a Facility Admission Card prior to that patron attending the facility with an assistant or as part of a sheltered group. People who are unable to provide the required information will be allowed in once and will be provided with a form that can be completed by their legal guardian. A message will be placed on their account that states they will bring in their ID and/or application form next time they visit. Guardians must provide permission for photos to be taken to the person attending with that patron, where this is required. Should concerns arise the on-duty supervisor or manager of the facility can assist.
